The Xbox and X360 both made their announcements during the summer @ E3, it is a pattern for Xbox during the previous generation so I don't see the need for MS to change their gameplan because of the PS4.
It will be announced when MS thinks it is time just like Apple will announced their iPhone and iPad at a set date and time.

Another thing might be the chance of cross platforms play befweene the nextbox and pc. The x360 controller is alreadyq the standard for gamepad on the PC, now by making the Kinect a standard on PC, cross platform games like Battlefields can integrate this concept of controller and motion and voice control.If cross platform gaming is a reality with both Xbox and Games for Windows and Xbox Live tieing it together, that might be a killer feature for MS next gen.

Ain't happening folks. Remember when the x360 was first released, it has a arcade SKU w/o a harddrive that proved to be quit popular with people that just want to game and don't have a need for internet connection to download things. MS knows that those customers still is a large part of their 80 millions unit sold and it will be foolish for them to mandate internet connection to play for the nextbox if they want repeat buyers. Marketing 101.

Ram got nothing to do with graphics, the outdated GPU and weak CPU of the PS4/X720 will always be detrimental to console, no matter which way you look at it. You can have 100gb of GDDR5 and it still wouldn't matter, PC will always have the edge.
If the Next Xbox has BC, I will trade the X360 in for store credit. If not, I will keep it.

I first play MGS2 on the Bleemcast emulator on the Dreamcast, it was an awesome experience. I recently purchased the HD collection on xbox live and must say, like a fine wine, it ages well. One of the best games ever!
The same can be said for God of War, Killzone 3, and many others. The thing people forget that this game is not really a main Gears of War game made by Epic, it is developed by their recently purchased studio, PCF, and it is a side story without its man characters as lead. In that aspect, it did what I have expected it to do in terms of sales, which is still pretty good.
GTAV is supposedly the most expensive videogame ever made and took them like 4-5 years to make so it only make sense financially that it is only available for current Gen instead. Don't worry, I am pretty sure a couple years down the line, you will see a re-release on PSN/Xbox Live game on demand.
MS always make xbox announcement close to release date. So E3 announcement in Jun with a possible SEP/OCT release sounds about right. Because of the great features the new xbox is capable and X360 continue to be the #1 selling consoles for 27 straight months in the US, Microsoft would like to keep that momentum going as long as they can. By announcing it now and with the expected BC to be included, that will slow down the sales of the X360 dramatically.
